I'm facing a similar problem by activating VPNAAS:
CONFIG_NEUTRON_VPNAAS=y
The error which I'm getting is:
ERROR : Error appeared during Puppet run: 10.0.0.8_network.pp
Error: Could not find dependent Service[neutron-server] for
Class[Neutron::Services::Vpnaas] at
/var/tmp/packstack/43927e9e98da4dbf96ac76e2207c4e4c/modules/packstack/manifests/neutron/vpnaas.pp:7
I'm using:
CONFIG_NEUTRON_L3_EXT_BRIDGE=provider
CONFIG_NEUTRON_ML2_TYPE_DRIVERS=vxlan,flat
CONFIG_NEUTRON_ML2_TENANT_NETWORK_TYPES=vxlan
Any ideas?

Just let you know, Ocata is running so far as I can see for now perfectly
on a 4 node environment installed with Packstack (1 controller, 3 compute).
