Extras is required repo for RDO  (it is enabled by default in CentOS):

Correct, we have filed
https://bugzilla.redhat.com/show_bug.cgi?id=1658141 and are discussing
with ovs/pdpk maintainers how to proceed.

Please file RDO BZ against openstack-neutron and let's see what
maintainers will say.
