[rdo-dev] Switching default base-minimal nodeset to centos-8 on rdo

Hi!

I would like to announce that very soon we will switch the default zuul nodesets used by jobs from centos-7 to centos-8.

This will affect any job that does not override the nodeset somewhere in its hierarchy because base-minimal is the "root <https://review.rdoproject.org/zuul/jobs>" of all jobs in zuul.

This will directly affect most tox-* and openstack-tox-* based jobs which historically relied on using default nodesets.

Because these jobs are defined upstream we cannot redefine them in order to override the nodeset but we can do one of the following:
- override nodeset when you include it in a specific project
- create new job that inherits original one and override nodeset in that one

It is unlikely that this will be needed but it is good to know, in case we discover some specific jobs which are not ok to run on centos-8.


This will happen as soon https://review.rdoproject.org/r/#/c/25904/ is merged.
