RDO Updates

Promotions
* Latest promotion (TripleO CI) for Stein is from 9th July and Master is
from 11th July.
* Currently there is 1 blocker in Stein apart from intermittent infra
failures.

Deps Update
* pyparsing is updated to 2.1.10-7 in queens to solve the upgrade path.
* pyudev 0.18.1 is added in Train(Override the CentOS base one), it’s
needed by ironic-python-agent
* pyroute2 is updated 0.5.2-3 in Rocky and Queens
* python-mock has been updated to 3.0.5 in Train

Packages
* Tempest-tripleo-ui is removed from Stein and Train.
* Required upstream changes for swift to run on python3 have been merged.
Conversion to python3 in fedora/EL8 should merge soon.

CentOS8
* Build loops for CentOS 8 are finished. Work is in progress for installer
