Hi Venkata,
The process to add a new package to RDO is described at https://www.rdoproject.org/documentation/add-packages/.
That said, Newton is a bit old by OpenStack's standards, and it will be end-of-life in less than two months [1]. Do you have any plans to rebase to a later release? It might be a good idea to target Queens, now that its deployment cycle is about to start.
