[rdo-list] Progress moving mailing lists

As was mentioned a few weeks ago, we're moving our mailing lists from
@redhat.com to @lists.rdoproject.org and making some other changes along
the way.

In particular, we're splitting *this* list into users@ and dev@ as
separate lists, and moving other lists over:

rdo-newsletter at redhat.com -> newsletter at lists.rdoproject.org

rdo-list at redhat.com splits into dev at lists.rdoproject.org and
users at lists.rdoproject.org

Duck is doing the migration. You can see a start at it, at
http://lists.rdoproject.org/ - but is running into some difficulties
with the archive migration process.

You'll get plenty of warning when the cutover happens, so that you don't
miss any messages.
