This issue is why I had a patch up to document saying you must use puppet
modules from source:
https://review.openstack.org/#/c/221896/

But, depending on when you started, you may not have seen that since it didn't
merge until last night.

Incidentally there is now an updated build available of
openstack-puppet-modules in delorean. I have an additional patch to document
how to use that:
