The best workaround would be to use the pre-built images in the tar
files here:
https://repos.fedorapeople.org/repos/openstack-m/rdo-images-centos-liberty/

The non-tar files are old images, but should also work. I plan to
replace those with what is in the tar files later today.

The actual fix is likely just a documentation issue, which I am also
working on validating before putting in the doc patch.
