Yeah, something is not right, stable/kilo global-requirements have
python-cinderclient>=1.1.0,<1.2.0
and 1.1.1 is latest on stable/kilo branch
https://github.com/openstack/python-cinderclient/commits/stable/kilo
hence I didn't update, assuming 1.2.x is Liberty.
Please report this upstream!
