This is a linked file. Maybe try it directly with
https://repos.fedorapeople.org/repos/openstack/openstack-juno/rdo-release-juno-1.noarch.rpm.

If yum install with the mentioned URL is not working like expected first
download the RPM package with wget, curl, .. and install it with yum
localinstall.
