[Rdo-list] Operators and Developers

There are scheduled sections of the design summit for operator/developer
discussions. As a member of the OpenStack user committee, I¹d be happy to
find ways to improve the conversation if this is not sufficient. With
mutual understanding, we¹ve had many discussions in the past which have
then become part of the development roadmap.
