[Rdo-list] rdo-manager failures: heat stack-create timing out

After running "instack-deploy-overcloud --tuskar", I got:

  + heat stack-create -t 240 -f tuskar_templates/plan.yaml -e
  tuskar_templates/environment.yaml overcloud
  ERROR: Timed out waiting for a reply to message ID
  408a3091486a4924b8812f6aabcb7471

heat-api.log tells me:

...which makes me wonder if maybe rabbitmq is still causing problems.
I rebooted the system, after which the deployment was able to
successfully run 'heat stack-create'.
