I think you should have check that in /etc/edeploy/state  you have --> : [('control', 1), ('compute', '*')] 

Then try : heat stack-delete <current overcloud>  &&  ironic node-delete <all nodes>  && re-discover the nodes && run the overcloud deployment again .
