Okay, a few steps closer; I was able to run 'instack-deploy-overcloud
--tuskar' after manually installing the tuskar client, but that got
me:

  + tripleo wait_for_stack_ready 220 10 overcloud
  Command output matched '(CREATE|UPDATE)_FAILED'. Exiting...

Which failed because:

  $ nova list
  +---...-+-------...-+--------+------------+-------------+--------------------+
  | ID... | Name  ... | Status | Task State | Power State | Networks           |
  +---...-+-------...-+--------+------------+-------------+--------------------+
  | fd... | ov-o3s... | ERROR  | -          | NOSTATE     |                    |
  | 5f... | ov-sty... | ACTIVE | -          | Running     | ctlplane=192.0.2.9 |
  +---...-+-------...-+--------+------------+-------------+--------------------+

Which failed because:

  $ nova show fd930d80-b543-4243-84f8-adbf1072fa16
  [...]
  | fault | {"message": "No valid host was found. There are not enough hosts available.",

There are two hosts available (baremetal_0 and baremetal_1), as described in
https://repos.fedorapeople.org/repos/openstack-m/instack-undercloud/internal-html/virt-setup.html.
There were both successfully discovered in the "Discovering Nodes" step; the
output of `instack-ironic-deployment --show-profile` is:

  Querying assigned profiles ...

      "profile:compute,boot_option:local"

      "profile:compute,boot_option:local"
