[Rdo-list] python-sqlalchemy is removed in epel

It seems to me adding it to icehouse would be the consistent thing.    However we might want to check on python-migrate and python-alembic also?   These two packages still appear to be present in EPEL 7 - I’m not sure how that even works if their dependency python-sqlalchemy isn’t there ?
