Are, at least for RHEL.  I'm just waiting for rel-eng to finish
getting brew and dist-git set up.  The spec files are here:

For CentOS, the necessary packages are already in EPEL (cloud-init is
a little long in the tooth, but it does work.  There was some talk on
centos-devel recently of bringing it up to parity with what's in LPC).
