[rdo-users] download-logs.sh feature for zuul logs

Hi Wesley,

Proposed [1] to Generate and ship download-logs.sh in job logs. Currently
adding it in base-minimal-test as it's config project and after testing it
can be added to base-minimal which is used by all other jobs as parent in
RDO zuul. For other zuul instances can be done later.
