Promotions
  * Latest promotion (TripleO CI) for Stein and Master is from 8th August
  * No blocker for releases other than queens

Deps Update
  * novnc is being updated to 1.1.0 in Train. Will also be backported to
stable releases.
  * python-gunicorn is being updated to 19.9.0 in Train, needed by Octavia.
  * buildah update to 1.10.1 is under testing for Train

Packages
  * Ironic-python-agent-builder package is being added to Train. It’s
extracting element from diskimage-builder.
  * Packages(left ones) are being updated to add with_doc conditional, so
doc build can be skipped.
