RDO Updates

Promotions
* Latest promotion (TripleO CI) for Stein is from 30th July and Master is
from 29th July.
* Promotion blocker for master

Deps Update
* python-ldap has been updated to 3.1.0 in rocky, stein and train
* python-pyasn1 has been updated to 0.3.7 as it’s needed for python-ldap
* python-pysnmp is being updated to 4.4.9 in rocky, stein and train (to
support pyasn1 update).

Packages
* puppet-rabbitmq has been updated in queens and rocky to support enabling
rabbitmq management plugin
* neutron-tempest-plugin has been updated in all versions since queens
* Packages in under review tag for more than one year are being cleaned up
from RDO config and repos:
https://review.rdoproject.org/r/#/q/topic:clean-u-r+(status:open+OR+status:merged)
