RDO Updates
Promotions
* Latest promotions (TripleO CI):
   * Master CentOS7: 27th February
   * Master CentOS8: 26th February
   * Train: 05th March
   * Stein: 2nd March
* Promotion jobs of CentOS7 master are removed, so there will be no more
promotions for CentOS7 Ussuri.

Packages
* puppet-rabbitmq is updated to 10.0.0 in Train
* WIP unpin patch is being tested with CentOS8 jobs, pinned projects will
be unpinned after testing and feedback from TripleO Team

Vexxhost
* Ci.centos weirdo jobs are migrated to vexxhost, Other RDO jobs are also
being evaluated on vexxhost

Other
* Fedora 28 jobs/nodesets are removed.
* CentOS8 Preparation:
   * Python-secretstorage is downgraded to 2.3.1 in CentOS8 master as 3.1.1
had some issue.
   * Dependencies repo has been moved to CBS builds for CentOS8 master.

   * Dependencies for Train are being tagged to -testing so deps sync can
be enabled such that CBS builds are used

   * Good progress in adding CentOS8 jobs by TripleO CI team, standalone
and multinode jobs have been added to the periodic pipeline and and in
check/gate pipeline upstream. OVB jobs have some issues which are being
worked upon.
   * collectd repo in trunk.rdoproject.com for CentOS 8 is being mirrored
from OpsTools SIG CBS builds.
* A problem with macros expansion in RDO specs have been discovered when
running rpmbuild or rdopkg commands in Fedora31. A fix is being pushed to
all projects in train-rdo branch:
