RDO Updates

Promotions
* Latest promotion (TripleO CI) for Stein from 14th September and Master
from 20th September.
* Master and stein are facing intermittent issues and issue related to
registry.
* Queens and Rocky jobs are broken after moving to dumb-init. Fix is in
progress.

Deps Update
* Dumb-init is added to queens/rocky

Packages
* Non client and Client libraries are being released upstream, requirement
sync(reqcheck) done and branch(train-rdo) prepared in RDO
   * Status:-

* Remaining python2 packages(due to waiting for swift to be ported to

* Openstack-tobiko is added to RDO Train
* Kuryr-tempest-plugin updated for stein to 0.5.0
