  * No promotion blocker for master/stein apart from intermittent failures.

Deps Update
  * Ansible is updated to 2.8.4 in Train
  * New doc build dependency sphinxcontrib-svg2pdfconverter is being added
to Train
  * python-tempestconf is updated to 2.3.0 in Train, Stein and Rocky

Packages
  * Planning for RDO Train release has started
      * https://trello.com/c/dWpgAHW3/716-train-release-preparation
  * stable/train dlrn builder is being prepared.
