It was filed in Fedora, I've moved it to RDO since this is a Neutron
driver afaict?
In Fedora we would package general non-OpenStack dependencies.

License check is not automated, please paste output of the
licensecheck command (dnf install licensecheck) running on the
upstream source checkout.
We'll add that explicit step in the docs, thanks for pointing it out!
