[rdo-dev] proposing rlandy as core

Greetings,

As discussed in the RDO meeting today, I am proposing rlandy as core for
[1].  I'm not 100% sure how the access is divided up so I'm specifying the
repo itself.   Ronelle has proven herself to be a quality reviewer and her
submissions are also up to the standards of core.

Thank you all for your time in considering Ronelle as core.
