Pre-requisite is to migrate tripleo ci to v3, discussed in
http://lists.openstack.org/pipermail/openstack-dev/2017-December/125735.html
and tracked in https://etherpad.openstack.org/p/rdosf_zuulv3_planning
Rafael is looking at that using an internal SF instance and Jakub is
helping from the Software Factory side.
Related is also an effort discussed few RDO meetings back, to unify
softwarefactory-project.io and review.rdoproject.org SF instances,
where only ZuulV3 would be available.
This is in planning and not ETA yet.
