[rdo-dev] fedora 28 cloud images

[Wesley Hayutin]

The Cloud images provided by Fedora or fairly old [1], they were last
updated in April.
Can we please host an updated version of this image so package updates
don't take 20-30 minutes?
Maybe we can ask the Fedora folks for a respin or if needed host one
ourselves?
