[rdo-list] Langage env bug in ovs neutron agent for openvswitch

Hi Luca,

The service file from openstack-neutron-openvswitch-9.0.0-1.el7.noarch, by
doing a systemctl edit neutron-openvswitch-agent
Also switching the whole system to LANG=en_US.UTF-8 works too.
