It was removed from upstream stable/liberty branch in
https://review.openstack.org/#/c/284524/
so packaging was adjusted in
https://github.com/rdo-packages/neutron-distgit/commit/1fd37707dfed7486ce761ff08c193ec80541e13e

AFAICT you need to migrate to
https://github.com/openstack/networking-midonet which was not
contributed to RDO yet, so you can follow README there for the option:
vendor provided packages or install from sources.
