Can you elaborate?
I don't know if you're speaking about Kolla which is not packaged in
RDO -we can't fix what we don't ship-, or Heat?

We now generate configuration files for Heat, so you have all the
required keys, so if it's not properly configured
1. either you didn't configure heat properly
2. or an installer bug (packstack? RDO Manager?) => did you file a
ticket to get this fixed?

I'm afraid that we can't help you with the little information provided here.
