[rdo-list] [RDO] [TripleO] [Packstack] qemu-kvm >= 2.3 now explicitely required for OpenStack Nova >= Newton

This may have had unintended consequences when testing RDO on RHEL [1].

This is because the extra repository URL is:
http://mirror.centos.org/centos/$releasever/virt/$basearch/kvm-common/

$releasever is expanded to "7Server", not 7.
We've temporarily replaced $releasever by 7 until we figure out the
right way to go about this.
