[rdo-list] source rpm repo for OpenStack Newton Dependencies

Hi Alex,

I'm not sure if srpms are published in a yum repo before publish as a
stable repo in mirror.centos.org but you can access the srpms directly
in cbs website, as in
http://cbs.centos.org/koji/buildinfo?buildID=10246 or download it with
cbs CLI:

cbs download-build -a src mariadb-10.1.12-4.el7.src.rpm
