Everything works fine without enabling Kilo repo (no errors during packstack run) 

[root at CentOS71SRV ~(keystone_admin)]# nova-manage --version
No handlers could be found for logger "oslo_config.cfg"
12.0.0

CirrOS VM may be  booted and  is ping able and and available via floating IP.
In/outbound connectivity works fine.

However:-

1) [root at CentOS71SRV ~(keystone_admin)]# nova keypair-add oskeydev > oskeydev.pem

ERROR (ConnectionRefused): Unable to establish connection to http://192.168.1.72:8774/v2/5508bdecf7134035814411a1598b66a6/os-keypairs

[root at CentOS71SRV ~(keystone_admin)]# keystone endpoint-list | grep 8774

1. Actually, it's impossible to create or import ssh keypair Hi Boris,

You are probably hitting the same issue being tracked in https://bugzilla.redhat.com/show_bug.cgi?id=1249685 . While this is fixed, please try setting SELinux to Permissive and check if that help.

Thank you. Setting SELINUX to permissive resolve this issue.
   [root at CentOS71SRV ~(keystone_demo)]# nova keypair-add oskeydev > oskeydev.pem
now works via CLI.
