[Rdo-list] Kilo Horizon session timeout and cookie

The bug reports say you need to add AUTH_USER_MODE and SESSION_ENGINE to
/etc/openstack-dashboard/local_settings but neither rpm does. The only way
to know about it is to read the bug reports
