[Rdo-list] [rdo-manager] liberty rdo rpm

the documentation states to use rdo-release-liberty.rpm
thats missing from the website. so you cant even install and upgrade

what course of action does this require? restore the rpm file or update the
docs to use rdo-release-liberty-2.rpm?
