There is a patch upstream, but it was -2 until after upstream GA.
However ceilometer folks are aware that it is a critical issue and have
agreed to fix it ASAP after upstream GA is cut.

I am cautiously optimistic it will make it to delorean before we GA RDO
which is scheduled for next week. We will at the very least fix it in a
patch in the official RDO liberty repo on centos.

I have been able to get a HA deploy to succeed with only this one extra
patch.
