the command openstack baremetal import --json instackenv.json has only one
purpose
to import the BMC details into the ironic database

_later_ the BMC details will be used to power on and off the servers during
the introspection phase and the deployment phase (via heat templates)

for the next stage pls double check your boot order. make sure the nic is
first and the hard disk or your storage device is later on

ps. i used ipmitool to verify the credentials and ip before putting them
into the json file.
pps. there is also an ironic command that escapes me that can verify your
json file's syntax. it is mentioned in one of the threads on this mailing
list.
