[Rdo-list] No ironic pkg during packsack installation

Hello,

Resolved. Sorry confusing.

If enable ironic, It seems to setup rdo-manager-repo manually before run packstack.
curl -o /etc/yum.repos.d/rdo-manager-release.repo https://raw.githubusercontent.com/rdo-management/rdo-manager-release/master/rdo-manager-release.repo
