I think the symptom is that the installation actually hangs there, which to me
sounds like there's still a rabbitmq problem.

I'd check /var/log/neutron/server.log for a relevant error. Or,
/var/log/rabbitmq/rabbit@<hostname>.log and make sure that looks as expected,
especially the node value under INFO REPORT when rabbitmq starts up.

You could also generate a sosreport per 'Using SOS' from
https://repos.fedorapeople.org/repos/openstack-m/instack-undercloud/html/troubleshooting/troubleshooting-overcloud.html
and upload it somewhere for us to review.
