[Rdo-list] RFC: Document regarding HA OpenStack deployments using application-native tools and keepalived

Dear all,

Following last week release of the document defining highly available
architecture for OpenStack using Pacemaker, I would like to present a
new document, which also defines a highly available architecture for
OpenStack, using keepalived and application-native tools.

* Why two documents?

The main goal of this document is to define a highly available
architecture using application-native tools whenever possible. Some
environments tend to prefer that over using Pacemaker to control all
services, so it was considered a good idea to document such
configuration and request feedback on it.

* Main goals:

  - Document availability options for each component
  - Document limitations and caveats of this approach
  - Provide step-by-step instructions on how this architecture can be
implemented

The instructions should apply to both CentOS and RHEL platforms, and
differences between OpenStack distributions are documented when
required.
