Sure. Meaning, we are still enforcing everyone who contributes e.g. a
neutron plugin to go thru Fedora review process and then maintain the
package there. It's not optimal.

Upstream does not agree with you: they are going to drop point
releases since Mitaka. Obviously, there should be some kind of
validation to add assurance it's not broken.

All good. One point that I don't see addressed by you is ease of
contribution. It's my belief that enforcing contributors to pass new
package review process twice is hostile to new comers (and oldies who
need to explain that weirdness to the former).
