Brief search thru the web shows that it's a known issue and was fixed
in OVS as of https://github.com/openvswitch/ovs/commit/3601bd879 that
is included in 2.1.3. I guess the commit was not backported to EL7
package, hence the error.

You can report a bug against RDO to track the backport and/or version
bump for OVS.
