[Rdo-list] selinux failed to install during packstack

Help Needed...

ERROR : Error appeared during Puppet run: 192.168.0.21_prescript.pp
Error: Execution of '/usr/bin/yum -d 0 -e 0 -y install openstack-selinux'
returned 1: Error: Package: openstack-selinux-0.5.19-2.el7ost.noarch
(openstack-juno)

full trace in log is:

 You could try using --skip-broken to work around the problem

I already have selinux installed.
I tried with all three modes (enforcing, permissive, disabled), and touch
/.autorelabel, reboot...

but problem is still the same..

I'm using multinode installation, and all nodes has rdo, pupper and epel
repo enabled.

i tried seliunx modes on all nodes as well. But problem is still there.
