[Rdo-list] config_tempest.py failure (Liberty, Neutron, no networks configured )

Liberty, Neutron, no networks configured (not sure why), tempest_config fails:

Based on 7cbe2414f07c0d5fbf29d7914c430700f2f1f154 .

As I'm testing Cinder, I can really run quite well without networks whatsoever.

As to why I don't have any network defined, that's another question. Working on it.
