[Rdo-list] RDO Icehouse EOL

RDO's mission is to provide latest stable OpenStack packages. As such,
anything back 2 from latest, we move into EOL[1] to indicate that
we're not actively working on those packages any more. (Much like the
Fedora release and EOL process [2] )

OpenStack Icehouse has been EOL upstream[3] for more than a month and
in the next few days we'll be moving RDO Icehouse into the EOL
directory to indicate its status.
