I guess, that I am a wrong person to be asked about core reasons of the problem.
What I did is just a hack, nothing else.  Please view :-

don't exist any longer.

However, I  confirm that pre-patching
per https://review.openstack.org/#/c/209032/
eliminates the problem,i.e. IP_neutron.pp doesn't crash on F22 (RDO Kilo AIO installation).
