Otherwise, neutron puppet fails ( openstack-puppet-modules-2015.1.9-4.fc23.noarch )
Fails patch 0012 from src.rpm. It happens to me only fedora 22 , on CentOS 7.1  build
openstack-puppet-modules-2015.1.9-4.el7
works fine with permissions  owner root,  group neutron for file
 /etc/neutron/plugins/ml2/ml2_conf.ini
