[Rdo-list] rdo-manager failures: instack-install-undercloud failing for non-obvious reasons

Yes, I saw issues with RabbitMQ yesterday. it was basically hit and miss
whether the undercloud installer would work. for me it was the 5th install
or 20% of the time?
to make matters a bit more difficult, i coudlnt find rabbitmq install logs
in /var/log. are they located somewhere else?
