Hi Mohammed,

Thanks a lot for trying rdo-manager.

The docs are correct here. It always builds fedora-user image for 
testing the overcloud puproses (testing script is spinning up a VM in 
overcloud). The main overcloud images (overcloud-full.*) should be fully 
CentOS based in your case.
