rdo-release-kilo.rpm is currently still bootsraping, you need to
enable RDO Trunk aka Delorean repo.
On CentOS 7 you need:
1. yum install epel-release
2. yum install http://rdoproject.org/repos/openstack-kilo/rdo-release-kilo.rpm
3. cd /etc/yum.repos.d; wget
http://trunk.rdoproject.org/centos70/latest-RDO-trunk-CI/delorean.repo
