[Rdo-list] Does PackStack still auto-enable EPEL?

Hi all,

Following up on a user question from ask.o.o:

Does PackStack still auto-enable EPEL as suggested here:

    https://openstack.redhat.com/Repositories#EPEL

Also it seems some silent failures were encountered when required packages failed to install?
